France needs to be wary of China’s influence in New Caledonia, report says – POLITICO

According to the brand new paper — “When China knocks on the door of New Caledonia,” issued by the Australian Strategic Policy Institute — if France have been to lose the territory, it will be a big blow to the West’s presence within the South Pacific, with Beijing set to learn.

New Caledonia “is of explicit curiosity” to China as a result of it’s a “strategically vital territory for France, Australia, New Zealand and the U.S.,” stated Anne-Marie Brady, a professor on the University of Canterbury in New Zealand who authored the paper.

“New Caledonia’s agreed transition to better autonomy should embrace discussions of how a sovereign impartial or semi-autonomous New Caledonia/Kanaky[the name for the island used by the pro-independence movement] would defend itself in opposition to exterior threats, in addition to different safety dangers,” she argued. “France and New Caledonia should discover a option to handle the dangers, in addition to the alternatives, of participating with China.”

For now, the French navy presence in New Caledonia, along with that in French Polynesia, is a defining characteristic of France’s footprint within the Indo-Pacific. China, then again, has been eyeing an even bigger position within the South Pacific area, prompting the U.S. to react and step up its diplomatic outreach.

“French navy belongings are one of many components standing in the best way of China altering the ability steadiness within the Indo-Pacific, and within the South Pacific extra particularly,” Brady writes. “If France have been to lose any of its Pacific territories, and entry to the huge maritime space they supply, its international affect and standing would decline considerably. That state of affairs would go well with the pursuits of China and Russia.”

The paper highlighted Beijing’s sluggish progress in influencing New Caledonian society, thanks partly to France.

The most outstanding instance, in accordance with Brady’s analysis, was a call by Paris to veto a Chinese takeover bid for a New Caledonian nickel mine in 2019. Nickel, a crucial mineral for electrical automotive batteries, makes up the majority of the island territory’s exports.

However, “regardless of France’s efforts to limit [Chinese] funding in New Caledonian nickel mining, China has achieved its objective of elevated entry to New Caledonian nickel … [and] significantly expanded its involvement within the New Caledonian nickel economic system,” Brady notes. By 2022, 62.3 % of all New Caledonian exports, nearly all of which have been minerals, went to China.
